A study on Bias Against Creativity found that creative ideas can trigger feelings of uncertainty that can make people uncomfortable.

Even in organizations that promote innovation, people who present creative ideas are viewed as disruptive to the status quo.

from the study:

Our results suggest that if people have difficulty gaining acceptance for creative ideas especially when more practical and unoriginal options are readily available, the field of creativity may need to shift its current focus from identifying how to generate more creative ideas to identifying how to help innovative institutions recognize and accept creativity.

The issue it seems isn’t asking people to be creative. It’s accepting both them and their creative ideas.
