Training isn’t broken.
Recruitment isn’t broken.
Leadership is broken.
It is broken if the boss approves budgets for ineffective training.
It’s broken if the boss schedules, attends, or tolerates useless meetings.
It’s broken if recruitment doesn’t attract the best candidates.
Perhaps the boss is too busy with strategy.
Maybe there are more pressing matters.
(Although if there are more important business issues than wasted time, worthless effort, and squandered opportunities they have yet to be discovered).
