Does being tough make you a more effective leader than being touchy-feely?

Does being touchy-feely make you more effective?
2007 study by Psychologists Daniel R. Ames and Francis J. Flynn suggests that being assertive is essential to being an effective leader – but only to a point.
Be too assertive and people complain (a top complaint about bosses is that they are too “bossy”).
Be not assertive enough and people complain (another top complaint about bosses is they are too nice to be effective).
How do you know when the correct balance exists?
No one complains.
